- Haven't tested it, but it should be a rifle. You do fire it from the shoulder in aim mode. You only shoot it from the hip because Hollywood has no clue how to shoot a gun properly or safely, so neither did Picard in First Contact. These are the sort of people that think pistol grips are so you can shoot from the hip.

And considering that Picard's Dixon Hill holonovels are set around that time period, the author of said holonovels probably played into that stereotype a lot as well. So Picard most likely knows how to properly hold one, as it wouldn't be that different from a phaser rifle, but he was still kinda keeping in character for the holonovel. Also... Rule of Cool.

It's a stereotype that Hollywood is largely responsible for. I get the point though, because of that stereotype, it's plausibly how Picard would imagine you are supposed to hold the gun. I wouldn't think the holonovel cares how you hold it, especially not with the Borg invading it. The ergonomics of holding a pistol gripped weapon down at the hip like that are not good, though, and being a trained officer he should know better how to hold a rifle.
As for cool, well, in general I think it looks incompetent. However, I grant you in this scene that his expression is probably what makes the scene, and if he had it up at his shoulder we wouldn't quite get the same picture at all. He's going a bit crazy and him shooting from the hip screaming loudly does help to show that. I think it makes him look like an incompetent kind of crazy, though, which I don't think is what they were going for.
Well, if you're showing people who in-universe are amateurs it fits. Problem is that most writers just don't know how firearms are supposed to be used and often just imitate whatever they've seen.

I dont own any plasma melee weapons. I am sure there are energy based melee weapons... but I don't own any. I just know that my DPS for tommy goes up with I boost the melee dmg for endeavors. It may boost melee energy dmg types but I doubt it, when game came out... melee was only physical right? range did energy + kinetic (tolian sonic dmg). I also dont know if the endeavor ground range boost the tommy. it may since it could just look/boost the ground dmg for the 'Range' code vs multi energy types.
All of the nano-pulse winter event weapons are plasma damage. You could probably buy one right now if you open the event rep store.
