So have we decided on a PVP level range as a community? Some I see keep thinking it should be 120 cause that's what Demon's Souls and Dark Souls were (though Dark Souls 2 was supposed to be 150 as the community decided, just wasn't cause of crappy Soul Memory ruining that). But I don't think it should be 120. There are less stats and stat requirements in Bloodborne than DS and DkS1 so there's no reason to keep it so high. And the soft caps are lower. I'd personally say 80-100, but even then not sure.
